Previous examination questions are provided to familiarize you with the material covered and the format of the exam. Rigorous training in how to effectively research the exam questions within the time frame is also covered.

Course Materials
You will need to purchase the most recent edition of Title 19, Code of Federal Regulations, 19 CFR (Parts 1 thru the End) and The Harmonized Tariff Schedule of the United States.

This course is taught by Norman W. Harris III, a Licensed Customs Broker and Certified Customs Specialist. He has been a licensed Customs Broker for more than 30 years and is the Customs Brokerage Manager at NNR Global Logistics USA, Inc.

Norman Harris

Born in Washington, D.C., Normans’ first job allowed him to put his passion of photography to use as he worked with the D.C. Bicentennial Commission documenting little known historical sites. As an accomplished photographer, he has won several awards, one of which was first place in the 2015 Port of Long Beach Photo Program Contest. In his early days, Norman studied journalism at Columbia University in New York, Comparative Politics abroad at Syracuse University in London, England, served as President of Alpha Phi Alpha Fraternity (1906), Sigma Chapter in 1980. He earned a Bachelor of Science degree from Boston University and had the opportunity to intern for the Honorable Senator Edward Brooke in Washington, D.C., which set the stage for valuable lobbying efforts for our industry, throughout his career.

Norman entered the International Trade Industry early on, starting out as a motorcycle messenger delivering international shipping documents to Washington National Airport. Later moving to Los Angeles, he became a runner for a customs broker/freight forwarder and quickly advanced to senior positions before receiving his Customs Broker License in 1989. Norman has held various leadership positions while working at major customs broker and freight forwarders serving many fortune 500 clients, and now at NNR Global Logistics.

In 2005, he joined the Board of Directors of the Los Angeles Customs Brokers and Freight Forwarders Association (LACBFFA) serving as President, Vice President, Treasurer, and Chairman. He has also served with and been recognized for his accomplishments with Women in Intl Trade (WIT-LA) and the Pacific Coast Council. He was honored to be invited by CBP to participate and graduate from the inaugural U.S. Customs and Border Protection, Citizen Academy in 2018.

Since 2009 he continues to teach a Customs Broker Exam preparation course and has taught more than 900 individuals of which 100+ have earned their Customs Broker License, allowing them to elevate their career paths.

Norman has been part of the Port of Los Angeles’ Trade Connect panel, a one-stop resource for small and midsize U.S. businesses looking to learn the nuts and bolts of exporting their made-in-America goods and services.

Over the years Norman has worked with the Boys and Girls Clubs of America working with their Youth of the Year and other fundraising events which led to a one-on-one photo session with Kobe Bryant. The photos appeared in the Santa Monica Star and on www.nba.com. Through photography Norman has supported the Los Angeles Customs Brokers and Freight Forwarders Association, the National Customs Brokers and Forwarders Association of America, the Pacific Coast Council, the Foreign Trade Association, the Propeller Club, the International Seafarer's Center, the Hong Kong Trade Development Council, the Hometown News and U.S. Customs and Border Protection.

At CSULB, Center for International Trade and Transportation and Long Beach City College, Norman currently teaches Transportation and Logistics Management Classes.

Norman is held in high esteem as an industry leader, educator, mentor, customs broker, and trade advocate. He has shown dedication and great leadership to the community, taking strong positions with a very positive approach. He continues to be an example of great leadership not only in customs business, but also in professionalism in the business world.

The Los Angeles Customs Brokers & Freight Forwarders Association (LACBFFA) established a scholarship program in memory of one of our long-time members who served twice as the Association President, served in every other officer position and on numerous committees during her tenure on the board of directors.

We are offering one scholarship for this class. The recipient will be able to attend the class at no cost (cost of class is $495) and the class materials will also be covered (Copy of the Title 19 Code of Federal Regulations Parts 0 to 140, 141 to 99 and 200 to End and the Harmonized Tariff Schedule of the U.S.).
